How can I move my daughter’s friend closer in the picture next to the other girls. I was trying to copy, cut and paste but it wants to copy all the girls. It will not allow me to select just one girl and move her closer to the other girls in the photo. Can any one help me?

You need an image editing app that can do selective selection of items in a photo and handle layers. Photoshop Elements and Gimp are but two apps that can do that. This is what PSE can do:

By selective selection I mean a selection tool you can run over a person or object to select it so it can be cut and pasted into another location or photo, hence the term "Photoshopped".
