I keep getting billed for apps that have been downloaded on my phone from my 9 year old daughter and I’ve requested a refund for all that I haven’t given consent to yet I’m told I can’t be refunded how do you set up parental controls to prevent In-App purchases.

On your phone? Parental controls are for her phone. If you let her have access to your phone via passcode then you have given her full authority that cannot be blocked except by requiring a password for every purchase in your Settings, Screen Time, Content & Privacy restrictions, itunes & app store purchases.
Then you would have to lock your screen time settings with a passcode that is not the same as your phone passcode.
If she is doing this on her phone using family sharing then you need to do the same when you set up screen time using your phone for her phone
