My watch used to do a great job of recording my daily steps and the distance walked. Suddenly it only records about a third of my steps in a third of the distance and it recorded no flights of stairs when I had gone up eight flights. I did all of the suggested steps over and over for re-calibration and it does not fix the problem. iOS 9.6.1

Recalibration was a good troubleshooting step to take. If you have have followed the steps on recalibration in this article: Calibrate your Apple Watch for improved Workout and Activity accuracy try checking your steps with with just using your iPhone. This will isolate the issue further. You can see how to edit favorites here: Use the Health app on your iPhone or iPod touch - Apple Support.
If your steps are being correctly recorded on your iPhone, then most likely you are walking briskly enough for your devices to be recording your steps. In this case, please Contact Apple Support.
