Apple Watch not displaying steps in Pedometer
But steps are being counted, just not displayed on the watch when using pedometer and selecting outdoor walk (and walking). Just changed iphones to a new 16 pro max.

I ended up opening a case with Apple Support and chatted with an extremely helpful agent. Since Pedometer is a 3rd Party App there was only so far the agent helping me could go. The agent went above and beyond in trying to search procedures for a solution.
I don't recall installing Pedometer from the App Store, and have used Pedometer since my first apple watch with no issues, so I asked if there was a native app that tracked steps. This is "Activity" under Health.
In the health app on my iphone I navigated to steps and scrolled all the way down to Data Sources & Access > Under Apps Allowed to Read Data the Pedometer app was toggled off, which I toggled on. Under data sources, Pedometer was at the end of the list, below showed 4 instances of my apple watches and 4 different phones. I moved Pedometer and Health up to the top of the source list. Restarted both apple watch and iphone, opened up pedometer on the watch and data was displayed, PROBLEM SOLVED.

TO add to OP, when I open my pedometer app on the watch 9, the time runs but the steps/distance etc. stay at 0. I walked a mile and watch till shows 0. However when I close pedometer, the watch complication does show my distance traveled, the health app shows my steps/distance, and the pedometer app on my phone shows the same steps/distance. It's just not showing up in the app while I walk. I have tried all the basic troubleshooting steps, am up to date on OS's, all the health toggles are on, privacy settings, tried toggling the app on/off, phone+watch on/off, nothing seems to work. Since I activated my new phone, the app worked on my watch for one day, then stopped. (I've had the phone two days).
