That depends on the Terms & Conditions of the seller your are purchasing this device from.

As for Picking Up from Apple:

Passports are government-issued, so I don't see why not. But, only Apple would have the call. Along with the Photo ID, bring the orderer number.

3. As it Reads: "To pick up your items in an Apple Store, you will need to bring the order number and a valid government-issued photo ID. If you have designated an alternative pickup contact, they will need to bring the order number and a valid government-issued photo ID."

We are all other users here and cannot represent Apple. You best ask Apple; a US passport in the US would be fine, but I have no idea if a foreign passport would do.

You have not said where you will be buying the iPhone or where it will be picked up. If buying through the Apple website in the US you will need a US payment method.
