My iPhone's Music app allows me to manually add a song to a Playlist in my Music app's "library". When I try to do this while listening to a song with my AirPods. It won't work. I get a message from Siri saying: "Which of your Apple Music Playlists do you want to add it to" When I specify the playlist, Siri says there is a problem.
I do not use Apple Music on my iPhone

To clarify how are you trying to add the song to your playlist? Are you using Siri or did you tap the More button next to the song? How to create a playlist in the Apple Music app - Apple Support
If you tapped the More button and Siri responds, we recommend that you make sure your iPhone is up to date. Update iOS on iPhone - Apple Support
