without turning off my phone, how can I silence all incoming calls while still being able to make outgoing calls

For help with restricting incoming calls, there are a few ways to handle what you'd like to do. You could utilize the Ring/Silent switch. This will make incoming notifications silent, including for calls, but you will still be able to make outgoing calls.

If you'd like something more, perhaps where you don't see the incoming call notification, you can setup a Focus mode (like Do Not Disturb): Use Focus on your iPhone or iPad
You can set a Focus mode with customized settings and options, making sure you still get other notifications, but not incoming calls. You can also set that with certain schedule this will be enabled if you'd like.
