What's the best way to get a file from my new Mac OS Ventura Version 13.4.1 to my older machine with OS El Capitan 10.11.6?
I don't want to update the OS on my old computer because there is some old software that won't work if I do.

yes it does. :) but apple has transitioned over to USB-C / TB3 ports. you just need to use an USB-C to USB Adapter to connect your old USB thumb drives to your new Mac.
you can use a thumb drive or some other form of external external storage and use the "drag and drop" method. just be sure to use HFS+ format on the drive so that both machines recognize the drive. AFAIK El Capitan will not "understand" APFS.

Thanks for the format info regarding the HFS+ and APFS. Would this affect documents I send to myself through the mail, too?
If you used Disk Utility (on Ventura) to create a APFS-formatted disk image, copied your documents into it, and then sent the disk image file through the mail, El Capitan would not understand how to access the APFS image. For that particular case, the APFS vs. HFS+ thing would affect documents sent through the mail.
If you just sent individual document files as attachments, you wouldn't have a problem. Likewise if you put the files inside a HFS+-formatted disk image file and sent it.
It's just the new file system (APFS) – not the individual document files – that El Capitan does not understand.
There are USB thumb drives that have both USB-C and USB-A connectors. (SanDisk Dual Drives, possibly others). You can use whichever side happens to match the computer you're using at the time.
