I can’t see or delete locked notes cause I forgot the password. I’m going crazy! Please help!!!

With locked notes, the passcodes are not saved anywhere on the device or with Apple. Thus, they cannot be recovered or changed. This is explained at How to lock or unlock notes on your iPhone or iPad - Apple Support
Apple doesn't have access to locked notes and can’t help you access them if you forget your notes password. If you forget your notes password, resetting the password doesn’t give you access to previously locked notes. If you reset then create a new notes password, that only allows you to lock other notes.
So unfortunately without the password it wants, there is no way to recover the note. When you created the passcode it was suggested that you enter a password hint. If you did that you can enter a wrong password and see the hint. But if the hint doesn’t help you are out of luck.
The good news is that you get unlimited guesses.
