How to change the language of songs and artists to a language which is different from the system language?
I am using English as the system language and changed the Music app language to Traditional Chinese, but most of the Chinese songs' and artists' name still translated into English.

Changing the system or app languages won't change the embedded metadata inside each track, unless perhaps you have some MP3 files that have multiple tags supporting different languages and Music knows how to switch between them. Note I have no evidence that it does so, but I know the feature exists and can potentially prevent users from updating metadata so it is covered in my user tip Repair security permissions for iTunes/Music for Mac - Apple Community. You can manually edit the metadata in your tracks such that they show as you want them.
