I deleted an app from my sons phone that he downloaded without permission. We now have the setting to ask permission set, however he is able to download that app again without asking. Can we permanently delete the app?

You cannot block an app that has been previously downloaded by a child:
Approve what kids buy with Ask to Buy - Approve what kids buy with Ask to Buy - Apple Support -
"If a child redownloads a purchase, downloads a shared purchase, installs an update, or uses a redemption code, the family organizer won’t receive a request."
If this is a purchase you have made and the item has not already been downloaded by the child you can 'Hide purchases from the App Store' --> Hide purchases from the App Store - Apple Support

You can use Screen time to block the (previously approved) app. Screen time.. App Limits.. Add Limit.. Then pick app.. Set time limit to 1 minute (not sure why 0 minutes, doesn't work, but it doesn't), then set to "Block at end of Limit".

Thank you for the last tip - that is what I will do.
Assuming I will need to download it on to his phone again to do this.
If it gets deleted and then downloaded again, will the time limit still be on it once I add that?
Good question and one I cannot answer since I don't use Screen Time. I guess the easiest way to find out is to try. My feeling is it should stick since otherwise what's to simply prevent a child from getting past the restriction?
