Photos Inside Notes Cause iCloud Sync to Hang on iPhone (Sep 2023)

I'm assuming this is a new issue, and am submitting this as a solution / feedback / to make it easier for others to find.

A single note in the NOTES app containing about 40 photographs was causing syncing with iCloud to hang (on iPhones, not MacBooks). Other iCloud-connected apps on the iphones were syncing fine.

I tried unsyncing / removing / and re-syncing the Notes app from iCloud on all devices using that AppleID, and rebooting them, but this didn't fix it. (The iPhones would re-load about 16 of the 29 notes, and then hang.)

Initially when I deleted that Note (containing 40 photos) from the "iCloud" folder of Notes (on all 4 devices), nothing changed. But later within 24 hours the problem resolved.

BTW this whole process was re-created and re-resolved (due to a mistake by the device owner.)
