I'm unable to enrol or sign up for apple developer account with my Apple ID. Clicking on unroll button just refreshed the page and doesn't unroll. How to complete my enrolment for apple developer account?

You need an email format address and not a mobile telephone format Apple ID, need to be in a country or region where Apple does business, need to not be a prohibited or denied person or party, need to not want to be using a VPN, have a major payment card associated with the Apple ID and not a gift card or other balance, and will need to be use the Developer app to enroll if in India.
