Program membership is free, or—for functions involving the app store and such—USD$99 per year.

You will need a payment card associated with the Apple ID and not an Apple ID balance or gift cards, and you will also need an email-format Apple ID and not an Apple ID that is a telephone number. Paid program members can be individuals, or can be certain legally-recognized organizations.

If you want to keep things separate (as can be reasonable), creating a new Apple ID and enroll that in the program, and use that for App Store activities and such. You can enroll your own Apple ID (this works fine!), but that can get tangled with whatever personal info and purchases are already associated with your Apple ID.
