Apps on Family Member Apple Watch

I have an Apple Watch SE set up for a family member (who does not have their own iPhone). From that SE watch, I'm not able to download any apps from the app store. Any time I try to download an app it asks to verify Apple ID. Once that is entered correctly, it loops back to trying to download the app, but nothing happens. Additionally, from the Watch app on my iPhone, when managing the family members watch there is no section for apps the way there is for my watch. I've already tried resetting Apple ID password for this family member and unpair/re-pairing the watch. Any thoughts?

I believe that is normal for a watch family setup.

With Family Setup, your family member who doesn't have their own iPhone can use their Apple Watch to do things like make phone calls, send messages, and share their location with you. Note that some Apple Watch features depend on having a companion iPhone, and aren't available on an Apple Watch that you pair using Family Setup.
