I’m unable to download apps on family member (kid’s new watches)

My kids both have cellular. Apple watches (se and 8) that we just got them. Neither one is able to download apps from the App Store. They can go to the App Store from their watch, but when they selected and app, it asks them to login and goes into a loop to keep asking them. I’ve gone to two Apple stores in San Francisco and in walnut creek and they’ve been unable to solve this and they suggested I reach out to Apple directly, which I will call tomorrow. When I go to settings in the Watch app and click on their watch, there’s no apps available to download like there are for my Watch, which is also paired to this iphone 15. We have the latest firmware for both the watches and my phone. Does anyone have a solve for this as we have verified that we’re just trying basic apps that are available for Apple Watch and doesn’t work. I’m not sure if there’s something going on with the logins. The people at the Apple Store verified that my settings on my watch and on the phone have no restrictions that we can see.
