If you intend to use a regular USB flash-drive that has a USB Type-A connector, your iPhone will require an Apple Lightning to USB 3 Camera Adapter:

Many USB storage devices require more power than an iPhone is capable of supplying via its Lightning port. This adapter has both a USB 3.0 Type-A connector and an additional Lightning port to supply power, from your Power Adapter, to both the iPad and connected device. The Power Adapter must be rated at 12W or more.

If your iPad also has a Lightning port, you can use the same Lightning to USB3 Camera Adapter. If instead you have one of the newest iPad Pro models with a USB-C connector, you may need to utilise a USB hub or other adapter, connecting both the iPad Pro and the storage device to ports on the hub.

A flexible option for connecting USB Type-A devices to a USB-C equipped iPad is the Apple USB-C Digital AV Multiport Adapter - having both USB and HDMI ports:

As suggested by ProustGiulio, if purchasing a new USB Thumb-drive, there are some dual-connection devices that have both a USB Type-A and USB-C connector. For your iPhone and Lightning-equipped iPad, these dual-connection devices do not remove the need for a USB Adapter.
