how to disable automatic power on (macbook pro M1) when connecting a USB hub with active power

AFAIK, There is no way to turn off this annoying "feature". Same thing goes for opening the Display (aka lid), or pressing any key or even pressing the Trackpad.....all will power on a 2018+ Mac.

Just connect it while the laptop is powered on, or wait until you want to use the laptop & connect it then.

Mac Stuck in a Boot Loop:

Being continuous, it sees to be an issue with caches. So, try updating your Mac, doing so in Safe Mode. In Safe Mode, Login Items do not run at login, certain preferences are set aside, and damaged system files are then reset. So, once booted in to Safe Mode, attempt an update install. How Caches can be the Culprit:

Caches remember the way how things were most recently set. This includes the operating system(macOS) settings —not just applications.

Just like Safari, where everything is seen the way it was when when you browse through a page, though WiFi is off.
