Thanks for using Apple Support Communities. We will likely need more information in order to assist further. Are you using Quick Start, an iCloud backup or setting your iPhone up as new? Check out the following article which may help- Set up your iPhone or iPad - Apple Support. If you need more assistance, which step in the process are you on?


Also, since you mentioned possibly locking your email, does there seem to be an issue with your Apple ID password? Try the guidance in If you forgot your Apple ID password - Apple Support.
