If Screen Time is enabled and deleting Apps has been restricted, then you cannot delete apps until you enable the option again.
Settings ➜ Screen Time ➜ Content & Privacy Restrictions ➜ iTunes & App Store Purchases ➜ Deleting Apps, and make sure it is set to "Allow".
