Why can't I see all my photos on my i-phone? E.g. when I go to a certain event in 2016,
I can see only 3 photos on my phone, although I know I took many more. I pay for
additional i-phone storage.

Did you get there by picking the year in the Years view, then the month to get to the Months view and a representative photo from the event to get to the Days view? Those views all show you only selected ("curated") photos. Make sure you drill down past the Days view to the All Photos view before concluding that photos are missing.

It sounds like you have questions about missing photos and storage. You can't increase storage on iPhone. You can clear content from iPhone to make more storage available.
You can purchase additonal iCloud storage. When using iCloud Photo library, your photos are stored on iPhone and synced to iCloud and to your other devices that have the feature enabled with the same Apple ID.
For you missing photos, check that you aren't in a specific album that may not include all the photos you're searching for. Check your Recently Deleted, and any Shared Albums that may have had the photos.
