I need to change my billing address

I bough my ipad many years ago in Iran and on that time I bought an apple gift card which the address was on it was in US.

Now I am living in Canada for 5 years and I want to download TD Myadvantage on my iphon but the location does not

recognize in my iphone!!!

The td adviser asked me to do a purchase in app store and change my address. I try to add another payment method, but still I am not successful.

There are 0.33 $ in my account which remained from the first apple gift card I bought in Iran.

please assist me to figure out this issue

If you need to change your Apple ID region, this article explains how to do that: Change your Apple ID country or region - Apple Support. If you have a balance you need to clear off your Apple ID first, we recommend that you contact Apple Support directly.
