Cannot add a ringtone to my iPhone 14 Pro Max

When I try to add the ringtone to the tone folder in my phone I get the red circle with a line through the circle. But if I connect my iPhone 13 to the same computer and perform the same steps i can copy and transfer the ringtone to my iPhone 13. Why is it not allowing to copy to the iPhone 14 Pro Max?

Is it a Mac or a Windows PC?

Where the Tone Folder is not clear to me.

Where did you buy this tone from unknown to me.

Which Apple did you use to buy the tone can give some perspective.

Are you using the same Apple ID on both iPhones is also not evident.
