Defragging an APFS hard disk

Does APFS now defrag HHDs? I need to use Time Machine RAID and it doesn't allow me to use HFS+. See 12:40 http://docs.macsysadmin.se/2018/video/Day3Session7.mp4

Defragging disks is not needed. I believe defragging is an old requirement/procedure once used on Windows formatted drives. Here are the instructions for using Time Machine:

Backup disks you can use with Time Machine - Apple Support

Back up your Mac with Time Machine - Apple Support
