Hi, I am a U.S. citizen with a U.S. bank account and an address. Although I live in Israel and as I could not get the wallet to let me apply to the credit card. Is there any option for Apple to fix this?

Goldman Sachs Bank, issuer and servicer of Apple Card MasterCard accounts, requires either a US state issued Drivers License or state ID. No exceptions, sorry.

Federal banking regulations require banks to >Know Your Customer<. Your GPS will almost certainly restrict your application and using a VPN is an automatic denial by the bank. I really don’t see a way around your issue.

>>A Customer Identification Program (CIP) is a United States requirement, where financial institutions need to verify the identity of individuals wishing to conduct financial transactions with them and is a provision of the USA Patriot Act. More commonly known as know your customer, the CIP requirement was implemented by regulations in 2003 which require US financial institutions to develop a CIP proportionate to the size and type of its business. The CIP must be incorporated into the bank's Bank Secrecy Act/Anti-money launderingcompliance program, which is subject to approval by the financial institution's board of directors.<<

That’s that is correct. But I’m not sure how you are going to apply living overseas. You are overseas and the Apple Wallet app is not permitting you to complete an application. Why? Because the GPS on your iPhone is telling the bank your location. You need to be physically in the US to apply. Using a VPN will not work either.

When you apply for the Apple Card, it’ll be associated with your Apple ID. What address does your Apple ID have? There are many failsafes in the system.
