How can I delete this file safely?

That file is required by macOS and may not be deleted.
Like all non-Apple "anti-virus" products your Webroot software is garbage. Uninstall it according to its instructions, assuming you can find them, and that they actually work. Rule 1 of Macs is don't install junk.

macOS has built-in AV and 3rd party apps are problems waiting to happen. None are needed and they all can cause system disruption. You should uninstall it per the developer's instructions
The file may need deleting for whatever reason, but not because Webroot says so.

If you are interested in additional information I suggest starting with Apple Platform Security - Apple Support, which introduces their overall system-wide approach. Any individual, company or organization claiming knowledge superior to Apple's ought to be regarded with extreme suspicion, if not outright derision.
Thank you for your advice. It would be nice for mac to let us know that AV is built in.
