My iPad is on activation lock and I don’t know the iCloud password for the account and I also don’t have the phone anymore that was used for the account

If you still have the original receipt or proof of purchase you could also try this:

If you have forgotten your Apple ID password – Apple Support (UK)
Then your only option is to get access to the Apple ID and remove it from there. Do you know the Phone number or E-Mail to the Apple ID and do you have access to it? If you do you could try to get into the Account like that.
You could also ask your parents to search for a digital receipt in their E-Mail. Apple sends digital receipts most of the time. If your lucky they still have it in their E-Mail.

… then you can “release” the activation lock.
This process will NOT be “instant” …
… but w/o the proof of purchase it’s the ONLY method to release the Activation Lock.

Restoring access to his AppleID gets his “ancient” phone working AND restores acess to any iCloud data; something which is - arguably - more valuable.
Yeah well the problem is I don’t have the receipt because my parents got it for me back in 2013
And you’ll still need your AppleID Password …
… unless you are willing to start “completely anew” w/ a “bare” iPhone and part w/ any data and apps which are backed-up / sync’d in your iCloud.
Which is still better than having a paperweight… I think OP would rather be able to actually use the product they paid for than having a bunch of E-Waste…
