Photo app

My photo app is set on photo but it’s taking videos. It’s NOT due to it being on live!

One possibility for that is if you hold down the Shutter button (the on-screen button you tap for a photo) it will record a "QuickTake video." See: Record videos with your iPhone camera - Apple Support

Why are photos taken as very short movies Live Photos OFF. Maintain choices ON. Photo selected. tap photo. VERY short movie results. TOO SHORT TO EDIT, but movie not photo. Grrr. Problem can be duplicated but inconsistent.
