Why are photos taken as very short movies
Live Photos OFF. Maintain choices ON. Photo selected. tap photo. VERY short movie results. TOO SHORT TO EDIT, but movie not photo. Grrr. Problem can be duplicated but inconsistent.

The iPhone 15 can take videos "Quick take Videos" while in Photo mode. Quick Take video is taken, when we touch and hold the shutter button. Every time we touch and hold the shutter button a bit too long, we will take a short video instead of a photo. To avoid this, use one of the volume buttons to take the shot.

Are you possibly unintentionally sliding the capture control?
I’ve done that in various occasions, and ended up with surprise video.
