I have tried every suggestion from going to General, Dock & Menu bar option to Users & Groups and nothing
has brought the menu back

There are a few things you can do to get the Mac Menu Bar back if it is missing.
If you have tried all of these things and the menu bar is still missing, then you may need to take your Mac to a repair shop.

I'm also having this problem with my brand new MacBook Pro Max M3, it seems to have started after getting Parallels up and running. When the menu bar disappears, the only way to get it back is to restart the machine, it's a real pain, ...I hope Apple fixes this soon!
After troubleshooting, I found the solution. For me, I went to.... Control Center > scroll to the bottom, just beneath the Menu Bar Only box, it should read, "Automatically hide and show the menu bar". I then selected from the drop down tab, and chose NEVER. Good luck, I hope this solves your issue.
Me too. My Menu bar, Apple logo , doc and WiFi logo , everything are missing. I only see blank wallpaper on my MacBook pro M2. Please help 😭😭 I have tried shortcuts but it doesn’t work.
I had the same problem with a new Mac Mini. I am not on Apple monitor. Nothing worked so I went to System settings and then Displays and brought UNDERSCAN from off to the right. It gave a border around the desktop which made the menu bar visible.
