Adding a card to Apple Pay

I meet all of the requirements for Apple Pay. I have an iPhone 12 Pro Max with a password and Face ID. But I can’t add my card to my Apple Pay. And my bank supports it. I have the latest version of IOS; I have IOS 16.6.1.
