iPad Air 2 A1566 did not receive latest security update iOS 16.6.1. Does that mean my iPad no longer will receive security updates?

It is NOT compatible with iPadOS 16 and later.
Unless Apple issues some security point update for iPadOS 15, your iPad may not recieve any more security updates from Apple,
