I bought iCloud storage but storage is still full not any changes after payment.

Getting iCloud Storage to be Properly Seen:
New iCloud Sessions:
Sign out of iCloud on all of your devices, and then sign back in, one-device-at-a-time. Perhaps it all needs to resync?
