Why do I still not have storage after buying iCloud storage?

You purchased iCloud storage – not device storage.
Device storage is in chips that are built into your iPhone. You cannot expand it after purchase. You need it for all sorts of things, including iOS, apps, music, movies, and photos.
iCloud storage is on Apple's servers and is used for storing backups, and for synchronizing things such as photos with other devices. In most cases, if you are synchronizing things through iCloud, they will take up space both in iCloud, and on each device that is synchronizing in that way. This is what allows you to access a lot of the data on your phone even when it does not have a Wi-Fi or cellular Internet connection. The phone works against the local copies, and syncs changes with iCloud when it can (when it has an Internet connection).
