Cannot Quick Share Photo with Recent Cont… - Apple Community
I had same issue with my iPhone. And I contacted Apple support and they provided solution so I wanted to share what worked for me.
Go to Settings App > Siri & Search > Scroll Down and from there you can see the "Suggestion form Apple".
Turn on “show when sharing”
