Wondering if updating your iPhone's iOS version to the newest version may help:

About iOS 16 Updates - Apple Support says iOS 16.6.1 is the latest.

Do you know which format the video(s) are in : Eg. (the letters at the end of the filename) .m4v .hevc .mp4, .mov

Also, which app are you trying to view the video in.

There are many possible reasons this could occur, and we have so little info. to go on.

We do not know what kind of video you are trying to load, in which app, or whether or not the video is compatible with your iPhone's apps. Eg: some videos online are copyright to their owners, and can not be downloaded, some sites may allow low-res versions only.

If your videos are in iCloud, you may be able to view a low-res version on your iPhone, if the high-res version isn't loading.

If it is a video you took recently with your camera:

Your iPhone could be short on memory / storage in which to operate ... some high-res videos may use a lot of Gb.

If the video is a movie rental or purchase, it may only play in the Apple TV app.
