You might want to check your iPhone's iOS version is up-to-date:

You could check you are signed in (to your iPhone) with your Apple ID : Sign in with your Apple ID - Apple Support
Is the video in a format that iPhone can play : eg: .m4v .mov .mp4 .hevc etc.
eg: Some formats may need to be converted, or may need to be played on Mac or Windows etc.
Which app were you using to load the video : eg: rented or purchased movies may need to use the Apple TV app.
Wondering if your iPhone may be short of memory / space in which to operate : ie: high quality video may need Gb.
