Error loading higher quality version of this video

I’ve got hundreds of videos on my phone but now when I try to play them from the photos app, I get a “unable to load video: an error occurred while loading a higher quality version of this video”. Almost none of my videos play.

facts - I have an iPhone 11. I am signed into iCloud. I have over 100GB of storage on the phone and on iCloud. I have a stable fast internet connection. I’ve rebooted the phone multiple times. I’m on the latest version of iOS. 95% of my videos don’t play, but some do. I’ve tried to click “favorite” on a video - someone suggested that but it doesn’t work

Any advice? It’s very frustrating. I don’t mind reducing resolution on my stored videos if that will help, but I don’t know if that will work or how to do it

I found a solution. First you need to update iCloud terms and conditions. If you have already done that and it still doesn’t work (which was happening to me) you can then go to the video you are trying to play and click the 3 dots on the top of the video. Then click duplicate. It will download and make a new video, also likely fix the original video as well. Cheers.

This is happening to me too. It’s very frustrating cause I’m trying to pull up old videos of my dog that just died and I can’t load any of them. Hundreds of videos essentially useless. Ever since I did the new update on my phone.
