Unable to unlock locked Apple Watch I bought second hand
how do I unlock an Apple Watch that is locked to a previous owner who I have no way to contact

You can't. That watch is useless to you.
The Activation Lock is to prevent used and stolen watches from being used. There is no way around it.
The original owner should have removed the Lock before passing the watch to someone else.
