I was purchasing a old apple watch but previous owner is locked it

The owner will need to release the lock, or you’ll want to ask the owner to refund your purchase, or you will need to provide proof of ownership such as a purchase receipt from Apple or an Apple authorized reseller (and which you probably don’t have), or this Watch will forever remain a brick and you’ll best recycle it.
