hi i recently bought a second hand Apple Watch Series 3, i went to set it up and it says it’s locked to its owner and to gain entry i have to have the passwords of the last owners, i don’t have contact with them so i was wondering what i could do in this situation.

Return the watch to the seller and get your money back. Activation Lock prevents lost & stolen watches from being used by others.
This process should have been followed if it was a legitimate sale.
As stated, if the original owner doesn't remove the lock, you bought an expensive paperweight.

If you did not purchase it through a service that offers some kind of buyer protection and you can’t get your money back, toss it in the recycle bin at your local electronics store.
It’s useless.
There is no way to bypass the activation lock.
You should try reaching out to the original owner, but if you can’t reach out to the original owner, it is bricked.
