It depends what is talking up the storage.
If its photos iCloud should clear up some space. However if it’s the app size you need to delete/offload some apps etc. Any thing stored on the device offline will not be stored in iCloud .

Clear Space Using my User Tips:
See if you need to clear lots of space. System resources may be using up too much services, making it overheat. Internal storage cannot be upgraded. It is what it is. So, the maximum internal storage capacity never increases, even if you upgraded your iCloud plan.
So, what to do...

You did NOT add storage to your phone. You may have purchased more iCloud Storage, but that will NOT, nor can it add space to your phone. Buying more iCloud Storage, simply gives you more space in iCloud to sync data with. Once purchased, the storage on iPhone is fixed and can never be increased. If you are out of space on your iPhone, there is only way to get space back. And that is by deleting things you don't need or use, such as Photos, Music, Apps, Messages, email, files, etc. Things like photos and messages do not delete instantly, they instead go to a recently delete folder. Once you delete things like Notes, Messages, Files or Photos, you'll need to delete them permanently from the Recently Deleted folder.
