iCloud Mail Rules

the rules on the mail preferences is a mess . Maybe it’s time for apple to bring all the rules ( options ) together. For example on my mac i have the option to create a rule where i can set up to receive in my inbox only mails from my contacts but in ICloud.com this rule cant be created so i still get spam mail . Can apple work on a solution ?
