I don't see any backups but iCloud is full

No, but you can. Apparently you have iCloud backups from previous devices out there.
See “Delete backups and turn off iCloud Backup for your device“ in the article linked above.
The same issue has been resolved by support team:
I can't delete any backups - as you can see on the screenshot: 0 Devices, 3.5 Gb. Zero devices - so I can't use anything to delete an old backup.
