Cannot send message using the server iCloud.

I can send emails from my iPhone and iPad but not my MacBook Pro though the iCloud account can receive messages on the MacBook. This is a recent issue. I have removed and reinstalled the account to no avail.

The message I get is

"Connections to the server "p61-smtp.mail.me.com"on the default ports timed out.

Error "… Select an outgoing mail server from the list below," every time I try to send emails with my iCloud account on MacBook Air Every time I try to send an iCloud message when using my MacBook Air I get this error message: 'This message could not be sent because your account does not have a preferred outgoing mail server. Select an outgoing mail server from the list below'. I can receive emails on my MacBook Air, and I can send emails from my iPhone.
