Location services is the means for determining location, and MapKit uses Core Location for that purpose.

Apple Watch, iPhone, and iPad are not suitable for some uses including wardriving as is similar to the general request, nor for device positioning except as provided via Core Location, iBeacons, and related.

Local network access is available, with user permission.

Apple offers a few related features:

Use Emergency SOS on your Apple Watch - Apple Support

Use Crash Detection on iPhone or Apple Watch to call for help in an accident - Apple Support

Use Emergency SOS via satellite on your iPhone 14 - Apple Support

Use Fall Detection with Apple Watch - Apple Support

Your app would necessarily obtain permission for and then use Core Location when triggered, and likely also App Transport Services for its communications to your own server(s).

Sending SMS from an app without user interaction is not an option. Things with SMS haven’t changed from the era of qa1944.

There are introductions to programming in Swift available, as well.

You’ll probably want your own lawyer involved here to create and review relevant agreements too, as issues arising with emergency calls can sometimes end in legal proceedings and recriminations.
