My iPod will not sync all of my songs to a new laptop computer. Some songs, in my iTunes library will not update play counts. I, still, have the iPod trying to sync with my old computer (which is about to die) as well as the new laptop; but, the iPod does not seem to fully sync to either computer. Does anyone know how to fix this?

The first component to understand is that when syncing an iPod the transfer of information for music will go from the computer to the iPod, but not the reverse. Per Use iTunes to sync your iPhone, iPad, or iPod with your computer:
"...use iTunes to sync content to your devices....This way, you can access your music, photos, and more on your devices when you aren't near your computer." (emphasis added)
Also note from that article:
"You can only sync your device with one iTunes library at a time."
If you are changing computers, you can move your library from the old computer to the new one following the steps outlined in Move your iTunes library to another computer. In this way your iPod will still only be syncing with a single library and your content will be available on the new computer.
