You arrange for repair of your iPad, filing a claim under your AppleCare plan, at the Genius Bar of an Apple Store or Apple Authorised Service Provider (AASP):

Genius Bar Reservation and Apple Support Options - Apple

Alternatively, you can use Apple's mail-in repair service - details of which can be found here:

You need to get in touch with Apple and either schedule a visit at an Apple Genius Bar at an Apple Store, or get in touch with a Authorized Apple Repair Center to get them to look at it and schedule it for repair for you. You can also get in touch with Apple Support using any of the methods listed here Contact - How to Contact Us - Apple to speak with Apple at setting up the next steps in getting your iPad serviced.

This is community forums which are end users like yourself that are here to assist with software related issues that can be assisted without the need to contact Apple. You will not hear from Apple here and without following the directions listed on the page or setting up a visit to have it looked at, it is not going to get any further and you will not hear from anyone.
