You arrange for repair of your iPad, filing a claim under your AppleCare plan, at the Genius Bar of an Apple Store or Apple Authorised Service Provider (AASP):

You need to get in touch with Apple and either schedule a visit at an Apple Genius Bar at an Apple Store, or get in touch with a Authorized Apple Repair Center to get them to look at it and schedule it for repair for you. You can also get in touch with Apple Support using any of the methods listed here Contact - How to Contact Us - Apple to speak with Apple at setting up the next steps in getting your iPad serviced.
