My new mophie powerstation mini is fully charged up. All four tiny lights are lit when I press the button on the powerstaton mini. Next, I plugged the powerstaton mini directly into my iPhone, using a USB-C to Lighting cable. However, the iPhone 12 battery doesn't appear to be receiving a charge.

You mention a third-party charging battery doesn't seem to be charging your iPhone. The first thing to make sure of is if the issue is specific to your Mophie device or your iPhone. Test charging your iPhone with an Apple-branded cable, adapter, and to an outlet.
Then, if you have another device you could testing with your Mophie device, that will further narrow down the issue.

Thank you very much. It turned out that the iPhone was not making a secure connection with the Lightning 'plug'.
After 4 or 5 tries, the iPhone finally made that familiar 'ding' sound, indicating that a connection had indeed been made. Sorry that I even had to ask for help.
