so on the recent, my iPhone storage was 60 used out of 64. Suddenly it says only 42 is being used. I think something is up Bc the only thing I’ve done to actually free up some space is delete 200 out of like 400 tabs on safari. Is there anything that might have caused this sudden free up or is it not telling me the correct amount being used?

Storage can fluctuate if items in iCloud optimize to save space on the device. For example, when using iCloud Photos the photos are stored in iCloud and not on the device unless they are downloaded. You can view iCloud on a web browser to see what items may be saved there: iCloud
Additionally, it is also possible closing the Safari tabs helped to clear storage that has been used.
